Oct. 20--PAWTUCKET, R.I. -- Two out-of-state developers are planning to buy the derelict Pawtucket-Central Falls Train Station and transform it into a shopping plaza with a commuter rail link and a 500-car garage.
Oscar W. Seelbinder Jr. and Jack Mitchell have an agreement to buy the train station for $1.4 million, their lawyer, Thomas V. Moses, said in an interview yesterday.
Moses, who was director of the Providence Department of Planning and Development when Joseph R. Paolino Jr. was mayor, said Mitchell and Seelbinder have strong ties to national retailers and a track record of successful real estate development -- ...
