When Howard Mills was in junior high school, he won an essay contest on world hunger sponsored by U.S. Rep. Benjamin Gilman.
His prize: Either a $500 savings bond or a trip to Washington on his own dime to tail the Republican congressman.
Mills went to Washington.
More than a quarter century later, he wants to return. And in some ways, his campaign for the U.S. Senate is similar to the choice he made in school.
