Oct. 27--The Daily News' circulation numbers are being questioned by some independent distribution companies and supermarket employees in New York City who allege copies are being given away in order to inflate the newspaper's circulation.
In a lawsuit, four distributors who deliver the Daily News to city homes charge that they were ordered by the paper's management to make deliveries to people who had canceled their subscriptions or were chronically in arrears. The distributors also said they were forced to take many more copies than were needed to complete their routes.
