There's an election next week, in case you have been vacationing on Mars and hadn't heard. Certainly Donetta Davidson has known the date of this upcoming event ever since she became Colorado's secretary of state in 1999.
So why is Davidson's office behaving as if the whole thing came as a complete surprise? The manual for election judges made a belated appearance Tuesday, a week after early voting began and far too late to ensure that judges and others working at polling places have received the thorough and uniform training the law requires.
