At oral arguments on Oct. 13 before the high court on the constitutionality of executing violent juvenile offenders, some justices wondered whether the United States can continue ignoring world opinion.
One of these was Justice John Paul Stevens, who asked Missouri Solicitor James Layton, who was pressing to allow the practice, if the court should ignore the United States' image in the world.
Layton replied that image should not be a concern. Capital punishment policy should be left up to state legislatures, not the courts, he insisted.
