A DICEY chance to relieve Sarajevo suddenly materialised and the United Nations, with unusual dispatch, has seized it. The venture, made possible by a series of interlocked developments, could easily go wrong: success in getting food and medicine into the besieged city still depends on people who time and again have proved themselves to be wholly undependable. But those whose lives and reputations are on the line--the peacekeepers themselves--welcomed it as a rare opportunity that was not to be missed. With the French showing the way, relief is beginning to arrive at the airport where, since June 29th, the UN flag has been insecurely fluttering.
