"Dog smart" and "dog savvy" are terms dog people use as shorthand to describe a person who is knowledgeable about dogs. It's a particularly useful shorthand when trying to match dog and prospective adopter.
In Buddy's foster system, those responsible for dog adoptions are always looking for that perfect match and they know that a good match depends on linking a family or individual with a dog whose size, age, temperament, training, etc. fit that family's or individual's needs and experience.
