Having satisfied concerns over procedures and security, four Central New York election boards Thursday laid plans to count paper ballots that will decide who won the 49th state Senate District.
But it still probably won't be known before Nov. 12 whether Democratic challenger David Valesky's 1,278-vote lead over incumbent Republican Nancy Larraine Hoffmann will hold up.
