THE BIGGEST SHAKE UP in the UK's planning laws since 1947 has been approved by Parliament and, in conjunction with moves to introduce a new tier of regional government, will have major implications for infrastructure projects handling waste, energy and transport. The role of local authorities has been re-defined and, simultaneously, new Planning Policy Statements (PPS) are being issued to replace Planning Policy Guidance (PPG) in key areas (See table on page 2). Planning authorities will be required to draw up a series of complex new plans which integrate sustainability with strategic environmental considerations.
