NEW EU LEGISLATION is set to change the economics of recycling and will place new burdens on local authorities according to Graeme Carus of European Metals Recycling. Speaking at the Recycling and Waste Management Exhibition at the NEC, Birmingham, Mr Carus said that, in particular, the legislation on end-of-life vehicles would place new responsibilities on local authorities, as they will become the responsible last owner of abandoned vehicles in the period until 2007 when full producer responsibility takes effect. ATFs will be responsible for issuing certificates of destruction.
