THE ENVIRONMENTAL AUDIT COMMITTEE has published its report on Budget 2004 and Energy. It concluded that the UK's Climate Change Programme was 'seriously off course' for meeting its 20% cut in carbon dioxide emissions by 2010. A more radical strategy will be needed to tackle emissions through domestic energy efficiency and higher fuel charges for drivers which will offset the real-terms fall in the cost of motoring. The committee noted that petrol prices had fallen by 11% in real terms between 2000 and 2001 whilst incomes had risen by 9% in the same period and it was critical of the Transport White Paper for failing to address the issue of emissions reductions.
