STAVROS DIMAS, is to be the European Union's new Environment Commissioner with effect from November. In the previous Commission, he served as Commissioner for employment and social affairs. He was previously energy, industry and technology minister in the Greek Government until he fell out with 'Hurricane Marika' the wife of the former Prime Minister, Constantine Mitsotakis, during a visit to Russia in 1991. The new transport Commissioner is Jacques Barrot of France and Laszlo Kovacs of Hungary will take over as Energy Commissioner.
