When Oswego County Sheriff Reuel Todd's computer broke last month, it sat gathering dust on his desk for three weeks.
Todd refused to ask legislators for a new computer, even though it meant he had to rely on co-workers to do searches and print out reports.
"It wasn't worth it," Todd said. "I didn't want to bring it to committee."
To get permission and money to buy a new computer, Todd would have had to pitch his request to two legislative committees, then the full Legislature. All that, after lawmakers already had agreed to accept a grant to buy the sheriff's department new computers.
