HYPERBOLE is not the usual style of Canada's minister for constitutional affairs, Joe Clark, who exultantly claimed to have reached, on July 7th, the most historic momument of agreement for Canada since it became a federation in 1867. Contrary to their usual practice, the premiers of nine of the country's ten provinces had suddenly found themselves agreeing on a constitutional reform with the federal authorities, in the person of Mr Clark.
The high spirits did not last. The prime minister, Brian Mulroney, off at the G7 summit while Mr Clark minded the constitutional shop, doubted whether the remaining province, his native Quebec, would be quite so keen on the ...
