THE rump of Yugoslavia, which now consists only of Serbia and Montenegro (each with its own government), has a new prime minister with radical ideas. Milan Panic believes in peace and prosperity and opposes the "ethnic cleansing" of ancestral Serbian lands of unwanted minorities. Mr Panic made his millions in California and says he has come home to save his country. He says all the right things. Nobody knows whether he can do more.
