MEXICO CITY _ When Colin Powell said last week that President Bush's second term would feature a major effort to change immigration policy, many concluded that the president was ready to focus attention on Latin America.
With the nomination Tuesday of Condoleezza Rice to succeed Powell as secretary of state, some were less sure.
Pointing to Rice's resume and record, several analysts said she has shown little interest in the region and probably would not change if confirmed as secretary.
