The wealthy ports of Los Angeles and Long Beach, increasingly considered rich uncles by many Sacramento legislators trying to balance the state budget, were dodging a legislative crusade last week to disgorge half their profits, which would amount to a $75 million bite this year.

It was a nip-and-tuck effort at press time Thursday afternoon. Rumors were flying in Sacramento that the plan, first embodied in Senate Bill 1565 and then ripped out of that bill on Wednesday, would be resurrected in a new one.
