A rural Southern high school located in the Mississippi River Delta Region of Arkansas was in its first year of a state imposed school improvement plan based on eighth grade state mandated assessments and end-of-course exams in literacy. As with many schools in the region, the struggle to maintain stability within the teaching staff was a constant challenge. The yearly changes in the staff resembled a revolving door as teachers came and left.
