The report by CoR members Franz Schausberger (EPP, Austria) and Lord Tope (ELDR, United Kingdom ) on the constitution does not offer a glowing report but it is broadly constructive. The Committee's main disappointment hinges on the text's failure to grant the Committee the full status of a European institution.
