WASHINGTON - Telephone companies should be given an option to own cable systems inside their service areas as an incentive to build and lease cable lines to other parties.

That's the word from House Energy and Commerce Committee member Billy Tauzin (D-La.), who is considering offering an amendment to the House cable bill to do just that. He made his remarks at a meeting of the Competitive Cable Association last Tuesday, which drew about 50 people.

Tauzin envisions relaxing the 1984 Cable Act so that telephone companies could sign lease-purchase agreements inside their service areas without having to receive a waiver from the Federal Communications ...
