State workers' compensation funds "are subject to the same economic forces as the traditional market, and they haven't responded well to them," according to Roger Kenney, author of an Alliance of American Insurers' report not due for release until next month, but which was obtained by the National Underwriter.
"State funds are not the cure for increasing workers' compensation costs," according to the report, entitled: "Workers' Compensation State Funds: Disappearing Capital."
Expectations were initially high for the success of state funds, and until recently the funds have succeeded, Mr. Kenney said.
