SALEM - In a sign of the state's dire fiscal straits, lawmakers held off Thursday on proposals to waive premium payments for the poorest Oregon Health Plan enrollees and to transfer a handful of mentally ill people from a crowded and decrepit state institution to a private hospital.
The two high-profile but relatively inexpensive ideas were among dozens of budget decisions before three panels of the Legislative Emergency Board, which meets today to sign off on Thursday's recommendations.
