Contrary to first reports that the IDEA reauthorization bill would do little to improve current law, under a closer analysis, advocates believe the new bill will bring several improvements.
"The new IDEA bill offers many positive measures to improve the quality of special education," the Council for Exceptional Children (CEC) said on Nov. 19.
After nearly 29 years of weak IDEA enforcement by federal officials, the final version of H.R. 1350 clarifies the responsibilities of both the U.S. Education Department (ED) and local school officials. For the first time, ED will have the authority to financially penalize states and school districts.
