Dec. 2--San Jose thinks one downtown is not enough.
Acknowledging constraints on the growth potential of the city's central core, officials want to allow the sprawling high-tech campuses of North San Jose to become a high-rise superpower, breaking decades-old development rules intended to avoid overwhelming Silicon Valley's roads with traffic.
City leaders say recent requests by eBay and BEA Systems for high-rises on North First Street show that Silicon Valley's future -- structurally speaking -- will be to grow up and not out, and they want to accommodate companies that aren't interested in downtown.
