On October 27, Milton J. Foreman, chair man of the city council committee on local transportation, Chicago, in a speech before the members of the Real Estate Board and their guests, declared that a subway system for Chicago will be well under way by April, 1906, when the order of the secretary of war for the removal of obstructions from the Chicago River expires. The plan as he outlined it provides for the blowing up of the present runnels under the river and fur a reconstruction of tunnels so that they will have four compartments, two for street cars and two for public utilities.
