Dec. 7--As hiring picks up in the Triangle, many businesses are returning to an old but familiar problem: a shortage of skilled workers.
So it's not surprising that many welcome Congress' decision to allow 20,000 additional visas for foreign-born workers, known as H-1Bs. It's the first increase since lawmakers lowered the visa cap for skilled noncitizens from 195,000 to 65,000 on Oct. 1, 2003, to give unemployed American technology workers easier access to jobs.
