Mark Rozell's 1994 book, Executive Privilege, was widely read as an authoritative work on the subject. In fact, Rozell makes sure to tell us, it was read by President Bill Clinton during his first term (p. 123). Clearly, any work with such an important readership deserved a revised edition to cover the extensive use of executive privilege during Clinton's many encounters with a Congress and a special prosecutor filled with investigatory zeal.
