Media reports have recently explored the skyrocketing growth in the population of Kentucky prisons and the impact of that growth on the state's budget in recent years. Those reports conclude that the growth in the state's prison population "is threatening to bankrupt" the state's correction system. However, the impact on county governments and their constituents of similar increases in the populations of county jails and the costs of operating those jails have gone ignored.
