Many American mayors claim to have dragged their cities from the Dark Ages of municipal despair into the light of the Urban Renaissance. Few have so obviously delivered the goods as has Chicago's Richard M. Daley. From lower crime to higher student test scores, Daley has supervised a remarkable transformation of the Windy City. And in true mayoral form, he was happy to share his accomplishments with the NCEW convention.
