Article: Intelligence Act expands info sharing; civil safeguards lack teeth: ACLU.(American Civil Liberties Union)

The National Intelligence Reorganization Act (S. 2845) centralizes the management and budgets of U.S. intelligence agencies in order to close the communications gaps that may have prevented the 9/11 terrorist attacks.

But The American Civil Liberties Union (ACLU) warned that new centralized surveillance powers increase "the likelihood for government abuses without creating sufficient corresponding strengthened safeguards."
