The National Intelligence Reorganization Act (S. 2845) centralizes the management and budgets of U.S. intelligence agencies in order to close the communications gaps that may have prevented the 9/11 terrorist attacks.
But The American Civil Liberties Union (ACLU) warned that new centralized surveillance powers increase "the likelihood for government abuses without creating sufficient corresponding strengthened safeguards."
