The Rehabilitation Service Administration (RSA) considers competitive employment in integrated settings the optimal employment outcome of persons with disabilities (RSA, 2004). However, noncompetitive employment outcomes such as homemaker are allowed under the Rehabilitation Act. Concerned with substantially higher rates of homemaker closures among individuals with visual impairments compared with individuals with other disabilities, RSA is currently assessing state vocational rehabilitation (VR) agency policies and practices relating to homemaker outcomes (RSA).
