The city of Oswego's population has dwindled and property values have plummeted in recent years, according to a state comptroller's report.
But city Assessor Susan Gentile Deary says the figures are not as discouraging as they appear at first glance.
The state Comptroller's Office's analysis shows a gradual if steady decline in Oswego's population, from 22,647 in 1950, to 20,913 in 1970, to 17,954 five years ago. The U.S. Census came up with the same population for the city of Oswego in 2000, but later revised it up to 18,096.
Still, Oswego has lost thousands of residents over the years.
