ARCADIA - With more than 17 inches of rain pelting Santa Anita since the beginning of the meet Dec. 26, the jockeys decided after one race Sunday that the main dirt track listed as ``sloppy'' was nearing an unsafe condition. The final eight races on the program were canceled.

``The riders brought it to our attention that the track was pretty slick, and that the horses were not getting the necessary foothold,'' Santa Anita general manager George Haines said. ``Management then decided they didn't want to expose the horses and jockeys to any unnecessary risks.''
