Experts Wonder Whether Agencies Have The Wherewithal To Execute New Tasks
A whirlwind of measures in the Intelligence Reform And Terrorism Prevention Act signed Dec. 17 by President Bush could overwhelm the Department of Homeland Security (DHS) and the Transportation Security Administration (TSA) as both continue to struggle to meet many of the principles and guidelines of the Aviation and Transportation Security Act of 2001 (ATSA).
