Two thirds of Northern Ireland's civil service estate could move into the private sector through plans to refurbish and rationalise its offices under PFI.
The Department of Finance and Personnel has launched a market review to assess interest in such a programme.
Tony Whitehead, strategic advisor in Northern Ireland's Strategic Investment Board said: "PPP is one of the options being considered. The department and the SIB are currently undertaking a 'soft' market testing exercise for potential bidders."
This will focus on whether a PFI contract similar to the UK's PRIME or STEPS programmes would be feasible.
