Against the backdrop of unprecedented press criticism of Muammar Qaddafi's handling of foreign policy, delegates of the Libyan General People's Congress (GPC) gathered in the coastal town of Sirte on 13 June to debate the fate of the Lockerbie suspects and the direction of the local economy.
CHAOS and confusion are regular features of GPC meetings. Late arrivals, missing delegates and bureaucratic mix-ups can make a mockery of the most significant week in Libya's economic and political calendar. It is here that Tripoli sets out its stall for the next 12 months, on issues as diverse as Benghazi municipality expenditure and new appointments to government posts.
