Jan. 25--The possibility of privatizing part of Social Security raises the specter of how the government would prevent abuse that has scandalized stock trading in recent years, an AARP executive said.

President George W. Bush and Congress are set to debate this year's potential groundbreaking changes in Social Security, including a White House-backed idea of privatizing a portion of accounts.
