Jan. 28--Bill Mowat can feel the tide turning at Seabrook Island.
It's been about two months since property owners there voted on a controversial referendum known as "Island One" and approved it by an overwhelming two-to-one margin.
The impact of that measure, designed to generate enough cash flow to maintain Seabrook's struggling country club amenities, is starting to kick in, Mowat and other supporters of the initiative said.
