San Francisco's proposed landmark environmental program has the entire nation abuzz, but industry groups want the city to bag it.
The city has moved one step closer to implementing a waste reduction fee on plastic and paper grocery bags. The San Francisco Commission on the Environment unanimously voted Jan. 25 to recommend that the city charge consumers a 17-cent fee for each plastic or paper grocery bag they use.
If the city's Board of Supervisors passes the measure, it would be the first such fee on grocery bags in the United States.
