American business has been accused of falling behind, but there is one thing we are still better at producing than any nation on earth: costly lawsuits that sap our competitiveness. Yet, if the first step toward solving a problem is recognizing it, we are making progress - there is growing consensus about the dangers of the "litigation monster" we have unleashed.
Vice president Quayle raised the level of debate last year when he asked a meeting of the American Bar Association, "Does America really need 70 percent of the world's lawyers? Is it healthy for our economy to have 18 million new lawsuits coursing through the system annually?"
