IN APRIL 1917, German U-boats sank over 850,000 tonnes of shipping in the Atlantic, far exceeding the target of 600,000 tonnes which the Kaiser thought would be sufficient to win the war. Some in the Admiralty began to contemplate defeat, a thought which had hardly crossed the mind of any British leader until then. But the success of the convoy system and the sheer capacity of the Allies' shipbuilding industries frustrated the Germans. Unrestricted submarine warfare also brought the United States into the war, sealing Germany's fate.
It would take some time for the American presence to make much of a difference on the Western Front. In the meantime, with Russia ...
