BAYSIDE - When people remember Billy Hook , two words seem to make their way into the conversation: dedicated and persistent.
Hook, 66, died in December, but he left his mark on his neighborhood , Ocean Park along Shore Drive.
He was president of the civic association twice, but stayed involved even when he wasn't in office. He helped bring about Loch Haven Neighborhood Park , sand replenishment to the community's Chesapeake Bay beach and the Lynnhaven Marina at the foot of Lesner Bridge.
