A Baldwinsville fourth-grade teacher who admitted altering his pupils' answers on a state examination is not the first to do so in New York.

There have been 14 other incidents of cheating on state examinations from 2002 to 2004, said Tom Dunn, a state education department spokesman. Most of the incidents, like the one in Baldwinsville, were reported by the school district, Dunn said.

While Baldwinsville district officials declined to identify the teacher, Palmer Elementary School's Parent-Teacher Association President Julie Hall said the teacher was Robert Blair. He resigned his job Feb.11.
