Emilio Aguinaldo became president of a Revolutionary Government which he organized after June 12, 1898, with great help from lawyer Apolinario Mabini. Before he left for Hong Kong in December 1897, his first cousin Baldomero Aguinaldo was designated secretary of the treasury.

Before the Malolos Congress was convened, he appointed Baldomero as secretary of war in a Cabinet headed by Mabini, 35, as Cabinet president and secretary of foreign affairs.
