Feb. 20--RIO GRANDE CITY -- During the mid-1990s, Rio Grande City's unemployment rate soared as high as 30 percent.

In recent months, though, it has dropped as low as 9 percent.

Unemployment began to dip below 20 percent with the arrival of the new millennium, and in 2004 even reached single digits for the first time since the Texas Workforce Commission began tracking employment data in 1995.

The commission's numbers are flattering, and local leaders are quick to point out the city has been bringing in new businesses and jobs.
