Feb. 21--Six layers of computer-based maps came together to help answer a question.

Where should millions of cigarette-tax dollars on programs to help preschool-aged children and those still nestled in the womb be spent?

Red splotches on the layered map showed that San Bernardino and Ontario struggle with problems such as teen pregnancy and child poverty more than other cities in the valley.

But it was the large, red patches over Barstow, Yucca Valley and Needles that raised concern at First 5 of San Bernardino, the agency charged with distributing the county's share of a 50-cent-per-pack cigarette tax.
