HOW TO transform a Communist command economy into a normal economy--that is the most urgent practical question facing a quarter of humanity for the rest of this century. The Chinese are doing it without relaxing the Communist Party's political grip. The rest of the former Communist bloc are trying to sort out their economies amid political turmoil. Poland led the way when Ceausescu was still in power and the Soviet Union still extant. Although Poland seems to be heading onto a new, less promising course (see "My Hundred Days," NR, July 20), we can assess the results of the first three years.
