The Pentagon's message on $30 billion worth of recent cuts to major programs may be fracturing with senior Defense Department officials portraying a different accounting of events leading up to the reductions.

Pentagon officials are planning to formally hand over the president's FY '06 budget plan to an arguably skeptical Congress in early February.
