Shortly after the devastating Al Qaeda terrorist attacks on Sept. 11, 2001, President George W. Bush vowed to fight a war like no other: "Our war on terror ... will not end until every terrorist group of global reach has been found, stopped, and defeated." The president acknowledged that the battle would be long and difficult, but his resolve was strong: "We will not tire, we will not falter, and we will not fail."
