When the state and several Indian tribes signed landmark land-claim agreements late last year, both sides said the deal could be wrapped up by today.
But the first of at least six state legislative hearings began Monday, and some say the deliberations could go on for months.
The March 1 deadline "was unrealistic when they made those agreements," said David Vickers, president of Upstate Citizens for Equality.
"The fact that both the (state) Senate and Assembly are holding hearings is an indication not only that it's going to be stalled, but that it's probably going to be derailed."
